This isn’t an optical illusion, it’s literally a random pattern video that just looks choppy when you blink fast.
I wouldn’t say random, it looks like a complex moiré pattern or some kind of cellular automaton to me.
The circles do seem to stand out more when blinking. But that’s probably just because they appear/dissolve too fast otherwise.
