Gotta get rid of it somehow after the warhead reductions, and Savannah River hasn’t been proving itself very effective. I still think MOX fuel is the best option but overall has just been mishandled because MOX really needs to be tied in with a robust reprocessing effort like France has (frankly giving it to France would likely be preferable). The idea that people will reprocess MOX fuel to get to the plutonium seems kind of silly to me. If they had a secret PUREX reprocessing plant to get to plutonium and a reactor, then they can just make their own damn weapons grade plutonium just like North Korea did.
