Russia plans to recruit 420,000 military contract personnel by the end of the year, likely exacerbating the country’s labor shortage, the U.K. Defense Ministry said in its intelligence report on Sept. 11.

Step 1: Recruit mercenaries from all over the world(most of which have warmer climates than Russia).
Step 2: Russian winter.
Step 3: ???
Step 4: Profit??At that number I guess people in jail should be worried.
And regular people should then be worried how many more people will get put into jail.
