Many were people who fell victim to the paranoia and hysteria. Or they were denounced for personal gain, ideological whimsy, or for pissing off the draconian authorities in some way.

That’s hard because we don’t know how many were indeed killed. We have official records at around 16,000 but we know the unofficial killings were around ten times that. Then some localities preferred other methods, such as the commander in Lyon the second city, who executed people with cannon because it was quicker, or Nantes where 4,000 were drowned in the river, originally under cover of night, as part of the planned genocide of the region for objecting to revolutionary excesses. These were not times for due process or guilt beyond doubt. Certainly accuracy wasn’t possible at such scale.
However we do know it was chaotic. For example in the September Massacres half of the prisoners held in Paris were summarily executed, due to rumours of a conspiracy that they would join up with foreign invaders. These were mostly forgers, thieves and petty criminals.
Throughout France, the killings eventually encompassed not only Royalists, but also all foreigners, anyone who was the wrong type of republican such as the Girondists, and anyone who caught the attention of an increasingly paranoid and fractious revolution.
