    It looks to me like this is just replacing a tax on everyone in IL on the state level paid to municipalities, they now let municipalities take the option to impose one of equal burden, or choose not to.

    It is unfortunate that the majority of municipalities opted to preserve the status quo by imposing it, rather than making the revenue back some other way, but Springfield and Chicago did not, so there still are a lot of people who now don’t have grocery taxes, and those that do are not paying more than they did last year.
